Córdoba's Cluster Ecosystem — TCI Global Conference 2026
Córdoba, Argentina hosts the 29th TCI Global Conference from 27 to 30 October 2026— the first time the world's leading gathering of cluster managers, policymakers and competitiveness institutes reaches the Southern Cone. The conference is organised by the Agencia de Competitividad de Córdoba (ACC) together with the TCI Network.
The province's productive fabric is organised into 28 cluster initiatives— 19 supported by the ACC and 9 in the Córdoba Acelera programme — spanning agri-food, knowledge economy, biotechnology, automotive, bioeconomy, creative and service industries. Córdoba builds 3 of every 10 Argentine cars, produces 90% of the country's industrial peanut output and 52% of its bioethanol, and its ecosystem exports to 134 countries.
The 28 clusters
- Córdoba Cluster (Technology & Knowledge) — Córdoba Capital. The largest software & knowledge-economy cluster of inland Argentina. Born in 2001, it now hosts 350+ companies and operates as the de-facto LATAM convener: in 2025 its Córdoba Tech Week brought together 25 LATAM clusters with ECLAC and GIZ as institutional partners.
- CLAUTO — Automotive & Sustainable Mobility — Estación Juárez Celman, Greater Córdoba. Argentina's first auto cluster with legal personality. Hosts 5 global OEMs — Renault, Nissan, Iveco, Volkswagen, Stellantis — coopeting inside the same governance structure. A unique case worldwide. Bringing the Albert Einstein International Science Award to Córdoba in November 2026.
- Industrial Cluster of Oil, Gas & Mining (PGM) — Córdoba Capital. An atypical world-class supplier hub: Córdoba does not have oil, gas or mineral reserves (Resource Endowment Index 0.105) yet built an industrial platform serving Vaca Muerta and the NOA mining basins. A textbook story for any region without natural endowment trying to industrialise via specialisation.
- Peanut Cluster (Maní) — General Cabrera & southern Córdoba. Argentina is the #1 peanut exporter in the world for the 2024/25 campaign — 1.35 Mt, ahead of India (0.98 Mt) and China (0.65 Mt). Córdoba concentrates 70% of national area and 90% of the industrial output. The 'Maní de Córdoba' label has been a Designation of Origin since 2007 and is recognised globally.
- Alfalfa Cluster — Tránsito, San Justo & Traslasierra. A live FDI showcase: Saudi Arabia's Almarai (via Fondomonte) announced at PACA 2025 a second dehydrating plant in Tránsito to produce 100,000 tonnes/year of mega-bales bound for the Persian Gulf. The cluster already exports to Thailand, Oman and the UAE; a 2024 mission to Canada transferred steaming technology to local plants.
- Chickpea Cluster (Garbanzo) — Totoral, Río Primero & Colón departments. The hyper-growth case: +114% in FOB value and +150% in volume from 2023 to 2025. Turkey is the #1 destination (19.9%) — uncommon in Argentina's agri-food map. A formal mission and an inverse mission to Turkey are scheduled with ProCórdoba for 2026.
- Business Services Cluster (FESER) — Córdoba Capital. An atypical horizontal cluster: members do not compete with each other. Quality is third-party audited via the UTN Quality Seal, and the structure has a dual arm — FESER (CSR) and the Cluster (commercial). A replicable governance model for non-tech professional service hubs anywhere in the world.
- Río Cuarto Tech Cluster (CTRC) — Río Cuarto. A 175,000-people city with two sibling clusters (TIC + AgTech), OKR governance, a co-funded provincial Science & Technology Park, the proprietary Dorotea Data Center and Pampa Start VC fund operating. It surrounds 1.4M hectares of 'living agricultural laboratory'.
- Villa María Tech Impulse Cluster (CIT) — Villa María. A tech cluster with auditable physical exports — uncommon among Argentine TIC clusters. Municipalities are adherent members (a GovTech consortium-in-waiting). Operates a 3,800 m² building from a converted railway warehouse and an Industry 4.0 Lab focused on the dairy + peanut value chains.
- Construction Cluster — Córdoba Capital. An unusual governance design: founders are sectoral chambers (CAMARCO, CEDUC, CEMINCOR, CIMCC, etc.), not individual firms — so 500+ companies are indirectly aggregated. Hernán Soneyro (CEMINCOR) became president in August 2025. International agenda is peer learning with Barcelona, the Basque Country, Santander and Ibagué (Colombia) — not exports.
- Biotechnology Cluster — Córdoba Capital. Córdoba's export biotech star. The 1st International Biotech Congress (October 2025) gathered 2,000+ participants with the World Bank and IDB present. Confirmed missions to BIO San Diego and FCE Pharma 2026. The cluster is anchored by a few champions (Porta Hnos accounts for 78% of value) and is now scaling its 35 health-vertical startups.
- Creative & Cultural Industries Cluster (CLICC) — Córdoba Capital. Argentina's Culttech bet, in formation. No legal personality yet, very high informality (most members are sole proprietors), but the third national pole at 6.78% of sectoral GVA. A unique creative-meets-metalworking cross to export collectible metal art objects. Exploratory links with UNESCO, IDB, EU, Chile, Uruguay and Cartagena.
- Oncativo Pork Cluster — Oncativo (~100 km east of Córdoba Capital). Sits in Argentina's densest pig-farming corridor — Córdoba alone slaughters 28.9% of the country's pigs. Built around the premium 'Salame de Oncativo' collective brand, with a Duroc GP genetics deal subsidised by ACC. Zero international agreements yet — TCI 2026 is precisely the chance to fix that.
- AgTech Cluster — Río Cuarto. Born March 2024 — only 18 months old at TCI time — yet it already has a PwC Strategy& roadmap to 2030 (benchmarking St. Louis, Foodvalley NL, Israel AgriFood-Tech Valley, Vale do Piracicaba), an explicit international agenda (San Francisco, São Paulo, London, Singapore in 2026), and a unique B2B hook: the 'Contraestación' hub with CREA + Cultivar (St. Louis) for hemisphere-flip technology validation.
- Bioenergy Cluster — Villa María & Río Cuarto. Córdoba produces 52% of Argentina's bioethanol with 4 plants (ACA Bio, Bio4, Promaíz, Porta Hnos.) integrated with maize, CO2 capture and green concrete. The Chantore→Arinco circular case (biogenic CO2 from ethanol fermentation embedded into 'green concrete' via Carbon Cure patent) is already in operation. SAF (Sustainable Aviation Fuel) prefeasibility budgeted at USD 500K for 2026.
- Video Games Cluster (CVC) — Córdoba Capital. The most communicationally photogenic cluster: small in formal jobs but with a disproportionate international footprint. Own booth at Gamescom (Germany), benchmarking mission to Poland, active links with Catalonia / Valencia / Málaga clusters. Member studios (Epic Llama, Odaclick, OGS, Pilgrims) ship to global stores and work for Kongregate / Epic Games.
- Circular Economy Cluster — Córdoba Capital. Argentina's first Circular Economy cluster, constituted by Decree 075/2021. Five mature working tables, 1,119 formal jobs (+10.5% YoY), 90+ firms in the extended ecosystem, the country's first Manual of Circular Best Practices, and a concrete Solar Park project for 2026. Mapped target partners include the Ellen MacArthur Foundation, WRAP and Circle Economy.
- Premium Experiential Tourism Cluster — Sierras de Córdoba (Ascochinga, Calamuchita, Punilla, Traslasierra). Córdoba's first luxury cluster — strategically critical for TCI 2026 because it will operationally host international visitors. Constituted in 2025, with extraordinary assets: Estancia El Colibrí (Relais & Châteaux), 4,627 premium rooms, 7 wine routes, 30+ golf courses. Brand concept: 'Slow down. In Córdoba, time flows differently.'
- San Francisco Tech Cluster — San Francisco, Córdoba (San Justo dept.). The strategic bridge between local talent and global opportunities, uniting the best technology, software, IoT and e-commerce firms on the Córdoba–Santa Fe border. It feeds the country's largest SME metalworking park (200+ firms) and is set to absorb the local Science & Technology Park in 2026, unifying academia, government and industry under one agile structure.
- BIM Córdoba — Córdoba Capital. The export-export gem of Córdoba Acelera. 37% of member firms export over 90% of their output to 12 countries. End clients include Google, Amazon, Apple, Meta, Tesla and Disney. Operates the first Model Checker in Latin America that approves buildings in under 72 hours without human intervention. Selected by ECLAC for InterCluster.
- Health Innovation & Research Cluster (IISH) — Córdoba Capital. The largest Acelera cluster by scale — 8,540 employees across 40 members + 3 universities, 79 research centres in the province (89% with active protocols), 435 clinical investigations 2020–24. But also the youngest by maturity: no legal personality yet, decentralised governance. TCI 2026 perfectly times their explicit 2026 plan to 'select and reach out to international clients'.
- Fintech Cluster — Córdoba Capital. Surprising scale vs. size: 16 member firms manage on average USD 10,404 million annually, with dispersion USD 600K–70,000M. +90.63% growth in provincial fintech employment in 2 years (CAGR 38.1%), 3rd national plaza (8.8% of national fintech employment). Internationalisation already active in Miami, Panama, Bogotá, ECLAC despite being only 2 years old.
- Welcome Events & Hospitality Cluster — Córdoba Capital. The most strategic cluster for TCI 2026 itself — its core business is literally maximising the impact of events like TCI. Proprietary triple-impact methodology validated by Universidad Siglo 21 + ICC, already presented at AFIDA Guadalajara and FiExpo Costa Rica. President José Palazzo (Cosquín Rock). The 4 big football clubs of Córdoba (Belgrano, Talleres, Racing, Instituto) co-exist within the same cluster — unique in LATAM.
- Córdoba Creativa (Advertising & Agencies) — Córdoba Capital. Argentina's only advertising-agency cluster with municipal/provincial Cash Rebate — a concrete instrument to attract foreign productions. The Premios Acento (with CIRCOM) are already a mature showcase: 67 organisations, 22 categories in 2026. Partnership agreements with 5 universities. Member firms individually export to the USA, Spain, Mexico, Chile, Peru and Uruguay.
- BPO & KPO Cluster — Córdoba Capital. Controls 40% of national BPO employment and 85% of provincial — 12,901 jobs. Created 2,000 formal jobs in 3 years (58% women, 33% youth 18–23). The cluster itself is institutionally lean: no own website, no proprietary social media. TCI 2026 is the highest-upside opportunity for this cluster — the narrative needs to be built almost from scratch.
- CLIC — Localisation & Interpretation Cluster — Córdoba Capital. 100% of CLIC's 10 member firms export — primarily to USA, Canada, Italy. The cluster could literally provide the language services for TCI 2026 itself. Co-organised the GALA RoadShow Córdoba 2024. The only Acelera cluster with full legal personality + bylaws + quarterly fee structure.
- Franchises Cluster (CFCor) — Córdoba Capital. Argentina's first franchise cluster. +19.3% YoY employment growth in a recession. 20 firms exporting de facto to 7 countries (Uruguay, Brazil, Paraguay, Chile, Mexico, USA, Spain) without a formal exportable offer. The sector contributes 23.2% of provincial GVA. The 2026 Internationalisation Diagnostic Programme opens a perfect window for B2B with foreign visitors at TCI.
- Health Tourism Cluster — Córdoba Capital + Sierras. The most concrete international playbook of the Acelera bunch: a 2025 Inverse Mission to Paraguay yielded signed-pending agreements with Medilife (insurer) and UELA (tour operator), plus active dialogue with Houston (Dr. Pekora dental group) and Medical Boulevard Miami. Joint Commission International accreditation at Hospital Privado is the differentiator. Visit-able assets: Posada del Qenti, JCI hospitals, advanced radiotherapy centres.
